Prior to assuming his current assignments, Prof. Kwan served as the founding Director of Health, Safety and Environment at HKUST. Before returning to Hong Kong, he was the Hazards Control Team Manager at the University of California, Lawrence Livermore National Laboratory in the USA. He also worked as an Occupational Hygienist and a Senior Environmental Health Specialist at Northrop Corporation, Aircraft Division and Rockwell International, Rocketdyne Division respectively. Before joining the safety, health and environmental management profession, he was a research microbiologist at the University of California, San Francisco.

He is certified by the American Board of Industrial Hygiene in comprehensive practice, licensed by the State of California as a Clinical Microbiological Scientist, and is registered in California as an Environmental Health Specialist. He is a fellow of the American Industrial Hygiene Association, and of the Hong Kong Institute of Occupational and Environmental Hygiene.

His areas of research interest include environmental and occupational health risk assessment, Environmental infection control, and the transport and fate of infectious microbes in the indoor environment.
